Description
City officils look the other way as the "SCAR" (Select Unit Armed Response) unit, led by Lt. Lain Devon, use their extreme ruthless and corrupt tactics to take out the city's most violent an dangerous criminals. When Officer John Trace is recruited for the unit, he discovers true nature. During a bust John breaks the SCAR code by letting a call-girl named Candy escape. When the others discover what he has done, a hit is put out on Candy. In a deperate attempt to save her life, John breaks out of the unit vowing to protect her at any cost.
